Evaluation of City–Industry Integration Development and Regional Differences under the New Urbanization: A Case Study of Sichuan

As an important focus of China’s new urbanization construction, the policy “city–industry integration” has played a key role in promoting sustainable development urban construction. This paper integrates three major elements social service, ecology and environment, science technology into traditional indicator system “industry, city, people”. Firstly, PSO-AHP-EM model was constructed to empower indicators subjectively objectively, degree city–industry integration sorted by GRA-TOPSIS model. Secondly, Gini coefficient Theil index were used further explore non-equilibrium development. Finally, empirical study conducted on 18 prefecture-level cities Sichuan Province from 2010 2019, their laws analyzed. The results show that: (1) weights obtained PSO-AHP solution better than AHP. (2) level not high, most need be developed. (3) regional difference relatively small, main source Chengdu Plain Economic Zone. puts forward some suggestions provide scientific support for evaluation integration.
